How to plan and execute a Grade 2 Bioweapons Attack.

Step 2: Identify hormone that keeps said organism from swarming.

Step 3: Spray said hormone over target locations for decades.

Step 4: Identify hormone responsible for swarming behavior.

Step 5: Repeal Step 3; and spray second hormone over target area.

Step 6: Claim "Act of God", whilst enemies food crops and economies are devastated, claim virus prevents food / aid being delivered.
