Bearing false witness is a crime as well as a sin. A lie does affects everyone who depends on information to assemble a mental model of the world. Deliberate lies about others don't just circulate with explosive velocities in tightly networked populations the accumulate over time and interact with one another to produce human behaviors rooted in error.

Bearing false witness is deliberately and knowingly introducing false information into circulation, the information does harm to every one even people who never heard the lie may be arrested or shot because somebody else did hear and believe a lie.

Destroying the story of a nation destroys that nation; the nation falls apart.

Mind war, non linear war, is a highly developed form of conflict, with tested doctrines and a protean tactical repertoire.
