I had a C130 doing dropping practise runs in a city that NEVER ever had this and is not military town.
Was up for about 2 hours, very low/slow practising drops…. everyone noticed. Local PD said it was a military exercise and didn't have anything to do with them.
Don't want to dox, wasn't in the USA, but within 6 hours of the border.
