when they announced that coronavirus had left the building the protestors got scared and dispersed. the Chinese already had video surveillance and knew who all were the "ring leaders"
it is much easier to pick the leaders out when they are in hiding, away from the cameras, the feeds of which were routinely leaving the Chinese mainland. you can't just Tiananmen square 2.0 in the era of 4G mobile internet. The Chinese govt needed the protest leaders in the technological blindspots to be rounded up, picked up, and added to the list of "coronavirus victims"
