Absolutely. Memes can be used for a wide cariety of ends. They can support political candidates, as well as potentially influence elections by showing the opposition candidate at a particularly low or amusing moment. Artist Matt Furie's surreal Pepe the Frog meme was co-opted by white nationalists without the artist's consent. Memes are also used in marketing campaigns because of their wide reach and low cost.
