started reading and didn't get very far before something stuck out to me.
This seems to describe what the prior administrations has done regarding insurgency, seemingly making the US the intended target, and then the counter insurgency seems to be what Trump is doing to combat this and reclaim our country. From pages 2-3 under executive summary of the file
Thinking of the USA as the intended target the more you read the PDF the more it fits to everything that's been happening.
