Chinese tech in U.S. funnels data to Beijing's intelligence services

 

'We have never faced that sort of vulnerability before in the backbone of our country'

Leading Chinese technology companies have sold equipment to state governments in the U.S. that can be used by Beijing to obtain sensitive information, according to a security analysis made public Monday.

 

The contracts for China-based Lexmark and Lenovo permit the companies to send data and information they receive from state and local government work to China under a 2017 law requiring all companies to cooperate with Beijing’s intelligence services, including granting access to the data the companies collect overseas, the report said.

 

Sen. Marco Rubio, Florida Republican, said at a teleconference Monday marking the release of the report that he is concerned about local governments’ vulnerability owing to their use of Chinese equipment.

 

When you embed into a state and local system, it allows you the opportunity to do things like steal intellectual property — research funded by taxpayers that’s then turned to the advantage of their companies, which don’t have to spend the money on the basic research,” Mr. Rubio said

 

“We have never faced that sort of vulnerability before in the backbone of our country, and it is something that we need to bring more awareness about,” Mr. Rubio added.

 

Roslyn Layton, co-founder of the China Tech Threat.com project and a visiting scholar at the American Enterprise Institute, noted that many agencies at the federal level have banned Lexmark and Lenovo. “But they have access to sensitive information at the state level — whether elections, courts, police, education, family and children services and so on,” she said during a telephone briefing for reporters.

 

China Tech Threat, which released the study online, examined state and local government contracts signed with Lenovo, a laptop computer maker, and Lexmark, a leading manufacturer of printers. The report was produced by Strand Consult, a consulting firm specializing in telecommunications.

 

More than 30 states have contracts with Lenovo and 10 states have deals with Lexmark, including Delaware, Florida, Hawaii, Massachusetts, New York, Ohio, Oklahoma, Rhode Island, Tennessee, West Virginia, Wisconsin and Arkansas. Current and past U.S. government clients of Lenovo include the Army and Air Force, the Agriculture Department, the Social Security Administration, the Transportation Department and the IRS…

Pentagon's new rules for autonomous weapons, combat AI called 'ethics-washing project

The Pentagon on Monday rolled out a sweeping set of ethical guidelines to govern the use of artificial intelligence on the battlefield, marking a major step forward in the military’s campaign to establish firm controls over 21st-century technology and ensure that humans retain control over machines.

 

The principles, developed after 15 months of consultation with top technology industry leaders, call for the responsible use of all AI, concrete rules to trace the implementation of all systems and how they behave, and a blanket policy that says a human monitor can at all times override the AI technology. Military officials also said they will try to ensure that all AI capabilities do not develop or show “unintended bias” in how they behave or in whom they target, and the Pentagon stressed that AI will be employed only in a given situation after an explicit, well-defined purpose has been laid out and is thoroughly understood by all involved.

 

The effort dramatically demonstrates how machine learning and vast data-crunching technologies are changing the face of modern warfare and posing ethical problems that could scarcely have been conceived just a generation ago.

 

Drones, autonomous tanks and planes, missile systems that can track incoming fire with little to no human involvement and other artificial intelligence will revolutionize warfare and slowly erase the lines between humans and technology on the battlefield, military strategists say.

 

Technology leaders in Silicon Valley, ethicists and a host of other critics warn that the military is running the risk of implementing unproven technology before writing a rulebook to govern it. The Defense Department has struggled to quell those concerns while beefing up its AI development, which already includes research centers across the country and a push on Capitol Hill for more money to fund projects.

 

The effort has gained urgency as rivals such as China make artificial intelligence a centerpiece of their economic and military strategies in the decades to come.

 

In developing the guidelines, Pentagon officials cast their mission as a broad responsibility to set the tone and lead the world on responsible use of AI.

 

“AI technology will change much about the battlefield of the future, but nothing will change America’s steadfast commitment to responsible and lawful behavior,” said Defense Secretary Mark Esper. “The adoption of AI ethical principles will enhance the department’s commitment to upholding the highest ethical standards as outlined in the DoDAI Strategy, while embracing the U.S. military’s strong history of applying rigorous testing and fielding standards for technology innovations.”

It's Looking as Though One Super Tuesday State Is Setting Itself Up for Voter Fraud

While all eyes were on the Nevada Caucuses, people in Super Tuesday states started receiving their absentee ballots. In places like California, voters are encouraged to vote absentee. It's been a way to garner greater political involvement and participation.

 

Adam Housley, a former correspondent for Fox News, said he received two ballots: one for non-party preference (NPP) and one for the libertarian ticket. What makes the scenario even more troubling? Housley said he has never registered as a libertarian.

 

In a state with millions of people, a small flub here and there is likely to happen, but it turns out Housley wasn't the only one who received multiple ballots..

 

Democrats continually wonder why voter fraud exists. There are multiple reasons:

 

Automatic Voter Registration

 

When people get a driver's license or identification card, they are automatically registered to vote unless they opt-out. That automatic registration begins when people get their licenses at 16-years-old but doesn't go into effect until the person turns 18. How do we know that the state is actually keeping that information safe for a year or two until the individual decides to vote? How do we know their party preference has changed in that time frame?

 

The Push for Absentee Ballots

 

Over the last 10 years, there has been a massive push to get voters to utilize absentee ballots. This helps ensure people make more informed decisions and vote at their own convenience, but along with that convenience comes risk. There's no way to verify that the person whose name is on the ballot is the one who actually voted. There's no way to know that the right person actually received the ballot. And there's nothing keeping thieves from stealing a ballot out of a person's mailbox.
