I don’t think Obama was to “create” an insurgency, he was there to prevent one.

Think about it, the depth of corruption, the complacency of the population. All of those tactics involved in COIN were employed here, in the US to pacify the populace - to prevent people like US from starting an insurgency against THEM.

And it almost worked.
