Can anyone find this original document? I have tried and all that is pulling up is the DDR document from the UN and the CFR. I’m looking for the original state department document that is referenced here.
The fact that it doesn’t seem to exist, I find extremely interesting. It may be something that is kept of the normal web for classification purposes, or something of that nature. I don’t know, just found it weird that there is no state department links to this document since it was “produced” by the state department and referenced in a public document.
