The virus would be the perfect opportunity for the CCP (or someone working against the CCP?) the perfect opportunity to kill off a lot of problem people all at once without too many questions asked. Even if it's just 15-20 relatively unknown power players, they'll get lost in the sea of tens of thousands of cases and most won't make the connections until it's too late.
There's not enough info on the virus in general to know for sure wtf is going on, but it's mystery is adding to it's effectiveness as a potential weapon.
