There's some speculation that the bioweapon was being targeted to specific populations based on genetic markers. Selective population control. It's possible that the virus has low potential in other genetically distinct populations whose immune systems have been trained differently.

Treaties only stop officially sanctioned bioweapons research…and then only in countries which actually enforce it. All of this is being done private or off-book.
