America's crumbling infrastructure:

NEW YORK (CBSNewYork) — "Many New York drivers know first hand that the Brooklyn-Queens Expressway is in desperate need of repairs. City officials are trying to change that, but it will come with a huge cost, CBS2’s Christina Fan reported Tuesday.

Frustrated by years of delays and half-baked plans, people packed a city council Transportation Oversight Committee hearing Tuesday eager to hear the newest ideas on repairing the crumbling BQE.

Officials are considering two options offered by an engineering and design firm. One would turn the BQE into a capped street-level highway with an extension of Brooklyn Bridge Park going over the road. The second option would turn the expressway into a three-mile tunnel.

Both options are pricey. The capped highway is estimated to cost $3.2 billion, while the tunnel could run up to $11 billion."

"A correctional officer at Maryland Correctional Institution-Hagerstown was charged with second-degree rape in connection with an allegation that he had sexual contact with an inmate whom he also coerced into getting an obscene tattoo, according to a charging document in his case.

Stephen Paul Harbin, 40, of Hagerstown, also was charged with a second-degree sex offense, harassment and extortion stemming from series of incidents involving the inmate, all of which occurred in 2019, the charging document said.

The inmate related one instance in which Harbin allegedly coerced or forced him into briefly performing oral sex, the document said.

The inmate told the investigator that Harbin coerced him into getting a tattoo on his leg depicting a heart and a phallic symbol, the document said. The inmate said he gave himself the tattoo under pressure from Harbin in exchange for a transfer to another tier.

The inmate said he also was forced by Harbin to make a T-shirt with a similar design to the tattoo and to wear it on Fridays, the document said. The inmate said Harbin also forced him to use obscene passwords to move about the facility."
