or through tech like hubble, or monitering space transmissions they picked up something or saw something, which gave them proof there is alien life in the vastness of space.
Or they because they are here or they have direct communications.
Being the highest classification, we may never know unless the government can no longer hide it due to an event or info that becomes public.
Logically with billions of suns and planets out there, statistically it is possible for intelligent life. And given age of the universe and other galaxys, there are more than likely civilizations billions of years older than ours.
