These read socialist to me. Infantilizing parents who couldn't possibly hope to do what is right unless the government steps in.
Expecting the government to usurp personal responsibility and direct people and businesses is part of the problem not the solution. Lots of companies help employees in need and they do it in various ways. Intrusive government programs like this have always ended in corrupt tears. Best intentions and all paving that way to hell. Seems trying to wield the big bad federal government for our purposes just keeps feeding the swamp. Maybe we should try pulling power away from the money grubbing swamp critters and put it in the hands of those closer to home.
