We can bring in people if we need them.
As a businessman I don't like having a whole lot of people sitting around doing nothing, which they had been doing for years.
He implied that he envisions an agile kind of government instead of a bureaucracy. A government that can respond to needs but not use each 'problem' as an excuse to keep enlarging a bureaucracy.
I liked what he said.
