Yep, it's a U2.I doubt it's anything to be concerned about. Could have just been a U2 with an IFE and had to put down at nearest divert runway for repairs and re-launch. I'm in the PNW and got to help launch and recover a U2 that was using a local military base to launch missions into western Canada to do research surveys for Pine Bark Beetle infestation. There are many possibilities besides "habbenings". The vertical tail looks white in your image leading me to think this is one of NASA's research U2's. Military U2's are generally black or very dark in color.
