Trump Backs Limits on Secret Surveillance Court

 

Sen. Rand Paul says the president approved of his amendment to overhaul FISA

 

WASHINGTON—President Trump has signaled his support for a measure that would prohibit the U.S. government from turning to a secretive surveillance court to obtain wiretaps on Americans, according to a White House official, setting up a potential clash between the president and the intelligence community.

 

Sen. Rand Paul, the Kentucky Republican drafting the measure, told reporters on Thursday that he was crafting an amendment to an upcoming intelligence bill that would overhaul the Foreign Intelligence Surveillance Court.

 

The court has been used for decades by investigators to clandestinely obtain permission to surveil people in the U.S. suspected of posing a national-security or counterintelligence risk. Mr. Paul said his amendment would force the Justice Department to seek surveillance warrants for national-security cases from traditional federal courts, as the government does in routine criminal cases.

 

The senator said he talked to the president about the amendment on Wednesday and said Mr. Trump gave the effort his approval. “He’s seen my amendment, and he says he’s supportive of it,” Mr. Paul said.

 

The White House official confirmed that Mr. Trump spoke to Mr. Paul and that the president was backing the amendment. The White House press office didn’t immediately respond to a request for comment.
