From what I can see, it looks like they're trying to cause so much chaos with this virus that it crashes everything. Q's alluded that they might try this in the past and said they were prepared for it.
Under the current system, the answer will always be "hire the best you can find for as little as possible and make them work like dogs if you can get away with it." If that means importing tons of people, they don't care. People always bitch about illegals, never the companies that hire them though. Just because communist solutions are absolutely retarded (they are) doesn't mean the system works for the average person. If it did, there wouldn't be so many berniefags.

It's honestly an incredibly entertaining movie throughout, just not for the intended reasons. The epitome of a "so bad it's good" film. I got extremely high about a year ago and watched it, had me on the floor howling during certain scenes.
