I disagree. A DDOS requires significant resources (your own botnet) or hiring a organized cybercrime group that has one. It's then just a cudgel with which to beat the target server. His musing about beating the CAPTCHA imply a more sophisticated approach. He may be behind or involved with one of the shillbots. But DDOSes don't sound like his thing.
