By creating an illegal fourth branch of government, not operationally under the control of any Constitutional branch of government (there are only three to chose from), Congress attempted to create a Constitutional amendment without asking the states to ratify it.
Congress in creating the Fed, the CIA and the CFPB as pseudo government agencies not under direct presidential supervision, effectively circumvented the Constitutional requirement that states ratify Constitutional amendments.
So again, either the President has direct operational authority over these agencies or they were created unconstitutionally.
There is no fourth branch of government in the constitution.
