Any piece of paper contrived by Congress that seeks to remove the President’s authority as chief executive over any administrative agency would require a constitutional amendment.

 

As an example, Congress cannot pass a law that removes the president as commander in chief. That would require a constitutional amendment.

 

Even if a sitting president were to ever approve such a law, that was not also a Constitutional amendment, any future president could on Constitutional grounds choose to ignore it.
