Let's say the statement is
"There are no brown-eyed girls enrolled in Central High School".
This statement of a negative is susceptible to proof. It is possible to examine the eye color of every girl enrolled in Central H.S.
However if the statement is "There is no such thing as a flying spaghetti monster", this statement is not susceptible to proof. It is not possible to exhaustively examine the entire universe of phenomena.
That is why the Wise One said, in the general abstract case, it is not possible to prove a negative.
