Can’t find sauce right now but “shoes” can mean surveillance, as in “We’ve got shoes”(ie we are being watched).
Was used in the movie, Running in Empty. The visual the saying should conjure is a pair of shoes sticking out from behind a corner when someone is following you and has ducked behind a corner or store entrance.
