I don't know why, however he seems to be leaving Warren out and barely mentioned Klobuchar or Buttigieg. My first thought is he doesn't think any of those 3 are going to be the nominee.

This has been bugging me since the 2016 presidential campaign. It dawned on me there was more than 1 Hillary out there. I have watched and thought about this.
I think it is a combination of:
Doubles are used
Possible clone or robot
Possibly a clear mylar type mask adhered to her face and covered with makeup to hold her face in and give her a younger more attractive look but can only be used for a short period of time.
This HRC in your photo looks like it might be wearing the mask.
