Russell Targ is a physicist that was working with Stanford Research Institute at that time and he's very public about his consciousness-related work.

As for the "human testing", if they were using Remote Viewing or similar spiritual consciousness skills, they would see how successful it can be. I believe the redaction is because of how groundbreaking the discovery was, just casually turning your soldiers into spiritual cameras not bound by time or space.
