Mil Int is in contact with extraterrestrials (some are ET souls themselves) who are in contact with further heavenly hierarchy (think Jesus and above) who in turn contact even higher developed angelic beings who coordinate everything with direct inputs from Creation itself. Therefore, the Chain of Command goes up to the Creator of our Universe. Everyone is involved and everyone matters.
