Q can not 'clean up this situation'. This is the local citizens' job/duty.
Extremely important to be engaged in local issues/politics/communities for this very reason.
In person complaints or discussions with aldermans, mayors, city council members, school board members, and county commissioners goes WAY further than emails & letters. Get to know them.
