Worn out equipment, NCO's too tired of dealing with idiot academy grads screwing up everything that the NCO's begat the multitude of "toxic commands" in all Branches. Too much talent avoided service because of the preceeding "high-year tenure" discharges that removed those that knew what they were doing and caused others to "vote with their feet" and get out as soon as able. Now add in a training regimen stuffed with sexual harassment (which did give many females a black mail tool) and then the even more vital "transsexual sensitivity" training. What was functional or new on the equipment side barely anyone left knew how to use (think Arleigh Burke-class destroyers). Why else do you think the Army had to impose the notorious "Stop Loss" program?
