Weather = Sun Activity, so both.
I tend towards the theory that they stratospheric particulates are being suspended in the atmosphere in order to create a medium to either amplify radio wavelength signals, or to refract & conceal visible light waves from reaching viewers on the ground. The slide titled "3-D Holographic Display Using Strontium-Barium-Niobate" lays it out pretty concisely. They can spray Barium & Aluminum particulates, which will have an SRM (Solar Radiation Management) effect, but the real effectiveness of the chemtrail programming is coupling the spraying with the NexRad+Satellite technology to ionize the particulates and beam signal through them. (Bluebeam) holographic false projection onto the cloud surface, and camouflage of craft behind the clouds or in orbit.
