No, Podesta has been pushing for "disclosure" for a long time. That's the "disclosure of evidence of aliens visiting our planet" - because that's the final stage of the cabal's "Plan." Supposedly kindly alien lizardkin have been helping us along to "enlightenment" and with disclosure we will all bow to our revealed alien godlets. Heck, the pope even said that he would be willing to baptize aliens, but thinks they probably don't need it because no original sin. (Yep, rebelling against God doesn't count, apparently).
It's more psyops. A vocal minority of people hold the view that Blavatsky promoted, and is enshrined in the UN - that alien beings are "Ascended Masters" that want to bring us into the next level of understanding and a "Golden Age." They do not realize what they are promoting, I think.
