As to how–the CFPB uses its unconstitutional powers to shake down banks, corps, & whoever they can slide it to. Quasi "regulation" but really theft on an epic scale. As to what is done with the money, no one has specified this yet (of course), but one could surmise the usual suspects, i.e. the myriad ways of laundering & hiding pools of money, that have been developed by the dark side servants over the centuries, and refined in the last century. The current SC case is huge, as it could (please please please) cement the President's absolute control over the executive.
