I went through a tragic fire in our area many years ago. Evacuated and all that. Thankfully, our house survived. When they came around after the fire giving away food they found no one wanted it. We lost all our food because the power went down but we weren't so bad off as others. We dealt with it. We didn't really need any handouts. Those giving away the food were disappointed no one wanted it. They literally could not give it away because the standard response was, "Give it to someone that needs it more than I do." People in our community stepped up and helped those like us that were evacuated. We lived with a couple that gave us the entire upstairs of their house and fed us for a week. (Two adults, two children, 3 dogs, 2 cats) You can't repay that amount of kindness except by stepping up and doing the same when you have the opportunity.
