Congress has no Constitutional authority to remove pieces of the Executive Branch from Executive control.
That would require a Constitutional Amendment and ratification by the states.
The independence of these unconstitutional agencies has been used in recent years to subvert the will of the people (the election) and to influence elections against the sitting president (that means a coup).
