BlackRock, Pimco Fly to Argentina for Private Talks on Debt
Some of Argentina’s largest creditors flew to Buenos Aires for talks with Alberto Fernandez’s government, even as the global coronavirus outbreak forced counterparts to cancel trips.
Representatives from BlackRock Inc., Pacific Investment Management Co. and Ashmore Group Plc met with Economy Minister Martin Guzman this week, according to people familiar with the matter. Guzman also huddled with billionaire hedge fund manager David Martinez, the founder of Fintech Advisory Inc., as well as an investor from Gramercy Funds Management, the people said.
On Thursday, Guzman is set to meet an investor from Greylock Capital.
Officials at Pimco and Fintech confirmed the meetings. Spokespeople at BlackRock, Gramercy, Greylock and Argentina’s Economy Ministry declined to comment. Ashmore didn’t respond to requests for comment. While these high-profile meetings stayed on schedule, other firms have scrapped visits. A spokeswoman at HSBC Argentina said that a scheduled investor trip this week was canceled as clients faced travel restrictions from their companies because of the virus. Meantime, some bondholders who intended to join visits led by BTG Pactual and Bank of America Corp. have pulled out, according to people familiar with the matter.
A spokesman at Bank of America said its investor trip is still scheduled, while a representative at BTG didn’t respond to requests for comment. Both HSBC and Bank of America were hired by Argentina as underwriters for its debt restructuring, though these trips were geared toward investors, not bankers.
The meetings come at a critical time for Argentina as it attempts to persuade bondholders that it has a fair and reasonable plan for restructuring billions of dollars of foreign obligations. Guzman has been holding a series of one-on-one meetings with key stakeholders, and the Fernandez administration has said it wants to present a proposal to creditors by next week.

IMF makes available $50 billion to help address Coronavirus
The IMF is making available about $50 billion through its rapid-disbursing emergency financing facilities for low income and emerging market countries that could potentially seek support. Of this, $10 billion is available at zero interest for the poorest members through the Rapid Credit Facility.

Japanese firm aims to release test kit to detect coronavirus in 1 hour in March
Shimadzu Corp. said Wednesday it aims to develop a testing method that can detect the new coronavirus in one hour, far shorter than the six hours required for current tests, for release by the end of March
The new test will minimize both the time and cost currently required for screening, according to the Japanese precision equipment maker, which plans to produce around 50,000 kits for use per month. The new method utilizes a reagent typically used to screen for norovirus.
The polymerase chain reaction test now widely used to detect the coronavirus requires a throat swab with a Q-tip and takes around six hours for the results to come through after the sample is placed in a specialized machine, although other tests which only take two hours have also been developed.
The newly developed method is a form of the PCR test, but skips the procedure to take out the DNA from the virus to minimize the time required for analysis, it said. "With the number of people screened for the virus growing, we have received inquiries from testing companies about the development of a swifter test method," a Shimadzu official in charge of developing the new kit said at a press conference in Kyoto. "We will endeavor to commercialize the test kit as soon as possible," the official said.
Research facilities and pharmaceutical companies are stepping up development of new testing methods amid the rapid spread of the pneumonia-causing virus originating in China.
Kanagawa Prefecture and the government-backed research institute Riken said last Thursday they have jointly developed a testing method to determine whether an individual is infected or not within 30 minutes.
