It's hardest for the screen readers looking for 6 characters. I'm not certain it's actually fixed at 7, tbh. It seems like I had to solve a 9 char. captcha a few hours ago. Might be a random number of characters within some modest range. I would imagine that it's harder to pick out the characters for recognition (chewing through clock cycles) if you don't know how many there are.
