A civilian is someone who is not in the military.

This is an important distinction.

In the military a person is subjected to the UCMJ, whereas, civilians normally are not.

Under special circumstances, however, like treason, a civilian can be subjected to the UCMJ, and tried by a military tribunal.

At least that is my understanding of the Q drop.
