'''AIPAC: Conference guests may have been exposed to COVID-19

March 5 (UPI) – The American Israel Public Affairs Committee said attendees to its policy conference earlier this week, including U.S. lawmakers, may have come into contact with a person infected with COVID-19. In a statement published Wednesday night on Twitter, AIPAC said a group from New York came into contact with a person confirmed to be infected with the coronavirus prior to attending the conference. The person infected did not, however, attend the Washington, D.C., conference, which ran from Sunday to Tuesday, the Israel lobbying group said. According to the lobby's website, the three-day policy conference attracts more than 18,000 people "to learn, meet with the nation's top leaders and do their part to strengthen the U.S.-Israel relationship."

In the statement by AIPAC President Betsy Berns Korn and AIPAC Chairman Mort Fridman, AIPAC said the attendees who came into contact with the infected person have been added to a self-quarantine list. "To our knowledge, no one who attended the conference has tested positive for coronavirus at this time," the statement read, adding, "although we have been told by the D.C. Health Department there is no reason to 'sound the alarm,' we want to be sure all Policy Conference attendees have the information we have at this time."

Some of the speakers from this year's event included U.S. Vice President Mike Pence, U.S. Security of State Mike Pompeo, New York Gov. Andrew Cuomo and other government officials. Earlier Wednesday, officials in California announced the nation's 11th death due to the virus while Chinese health officials reported Thursday that its death toll from the disease climbed to more than 3,000.

ICC authorizes investigations of war crimes in Afghanistan

March 5 (UPI) – Judges of the International Criminal Court ruled Thursday that investigations can go forward into whether forces of the United States, Afghanistan and the Taliban committed war crimes. The judges voted unanimously to authorize the inquiries, which cover purported war crimes committed since 2003, as well as other crimes that "have a nexus to the armed conflict in Afghanistan" and were "committed on the territory of other States Parties" since 2002. The ICC's pre-trial body had initially rejected the request because of a lack of cooperation from the Afghanistan government, the Taliban and the United States. "The Appeals chamber considers it appropriate to … authorize the investigation''Judge Piotr Hofmanski wrote in the 35-page ruling.

The Trump administration had rebuffed ICC chief prosecutor Fatou Bensouda's request to investigate the actions of U.S. troops in Afghanistan a year ago, and the State Department revoked Bensouda's visa and said it would deny access to other ICC staffers investigation the U.S. military. "Having considered the prosecutor's grounds of appeal against the pre-trial chamber's decision, as well as the observations and submissions of the Islamic Republic of Afghanistan, representatives of victims and other participants, the appeals chamber found that the pre-trial chamber erred in considering the 'interests of justice factor' when examining the prosecutor's request for authorization to open an investigation," the ICC said in a statement.

The ICC investigates and rules on cases involving war crimes, genocide and crimes against humanity suspected by nationals of a signatory state or supposedly happened on the territory of one of its member states

Ukraine Parliament selects Denys Shmygal as new PM

March 4 (UPI) – The Ukrainian Parliament selected Denys Shmygal to be the country's new prime minister Wednesday after President Volodymyr Zelensky asked for and received the resignation of Oleksiy Honcharuk. The president sought Honcharuk's departure after the latter allegedly described Zelensky's views on the country's economy as "primitive," Al Jazeera reported. Honcharuk's Cabinet's disapproval ratings were above 50 percent at the time of his resignation, about six months on the job.

Shmygal was Honcharuk's deputy prime minister. Shmygal said he'll implement a list of "strategic reforms" over the next several years. "People's patience is running out," he told Parliament. "We need the reforms now."

Zelensky ran on an anti-corruption and economic reform platform. He's hoping the ouster of Honcharuk will be a boost to his administration. His own approval ratings dropped below 50 percent in February. "This is the first government where this is no high-level corruption," Zelensky said before the Parliament voted to approve Honcharuk's resignation. "But not stealing is not enough. This is a government of new faces, but faces are not enough. New brains and new hearts are needed."
