Check out the EU's new GDPR that is supposed to help improve privacy, and comes into effect in May. EU has made law that allows them to fine anyone in the world who has EU users up to 20 million euros or 4% of annual revenue for things like failing to report a data breach to EU authorities within 72 hours. They expect to collect up to 6bn in the next year.

They can target and destroy companies at will by first breaching their security, then fining them. Also, the additional compliance requirements create yet another barrier to entry which benefits incumbents like GOOG.
