Russia and Turkey have agreed a ceasefire in Idlib in northwestern Syria, coming into force at midnight.

 

It comes after the county's leaders, Vladimir Putin and Recep Tayyip Erdogan, held more than six hours of talks in Moscow aimed at ending hostilities in the country's last rebel stronghold.

 

Mr Putin has expressed hope that the deal could end civilian suffering and help contain a humanitarian crisis, nine years after the start of Syria's civil war.

 

He said: "I express hope that these agreements will serve as a good basis for a cessation of military activity in the Idlib de-escalation zone [and] stop the suffering of the peaceful population and the growing humanitarian crisis."

 

The agreement involves a truce along the existing battle lines and envisages the establishment of a seven-mile-wide security corridor along the M4 road.

 

It will be jointly patrolled by Russian and Turkish troops and will begin on 15 March.

 

Mr Erdogan said: "We will work together to supply aid for the Syrians in need."

Turkish President Recep Tayyip Erdogan has come to Moscow on Thursday to hold talks with his Russian counterpart Vladimir Putin over recent escalations in Syria’s Idlib province. The tensions in the area have recently led to the deaths of over 30 Turkish soldiers, prompting Ankara to target Syrian troops in response.

 

Russian President Vladimir Putin and his Turkish counterpart Recep Tayyip Erdogan announced after six hours of bilateral talks on 5 March that they have negotiated a preliminary agreement to resolve the ongoing conflict in northwestern Syria. Here is the list of main points which the two major regional players have agreed upon:

 

A ceasefire in Syria’s Idlib province will start at 00:01 on 6 March.

Russia and Turkey will start joint patrols on the M4 highway in Syria. The patrolling will take place from the settlement of Tronba, located 2km west of the strategic town of Saraqib, to the settlement of Ain al Havr.

A 12-km security corridor for Syria’s Idlib province will be established to the north and to the south of the highway. “The specific parameters of the functioning of the security corridor will be agreed upon by the Ministry of Defense of the Russian Federation and the Turkish Republic within seven days”, Russian Foreign Minister Sergei Lavrov said.

Both countries agreed on efforts to prevent further aggravation of the humanitarian situation in Syria.

All additional protocols to the document will come into force from the moment of its

on 5 March.

 

The situation in Syria’s Idlib province has recently escalated, descending into fighting between Syrian government forces and militants, resulting in the deaths of over 30 Turkish troops last week. Ankara responded by launching "Operation Spring Shield" and hitting Syrian forces and equipment.

 

According to the Russian military, the Turkish troops were not supposed to be present in the area fired upon by Syrian forces. Russian President Vladimir Putin also later said that nobody, including the Syrian army, knew about the Turkish troops' whereabouts.

Hossein Sheikholeslam was hospitalised earlier after he tested positive for novel coronavirus (COVID-19), according to media reports. The Iranian diplomat, former adviser to the foreign minister and deputy head of the International Assembly of Islamic Religions Approximation, has died, Tasnim News reported on Thursday.

 

Sheikholeslam passed away at Tehran's Masih Daneshvari Hospital, according to Fars News Agency.

 

Iran remains one of the contries most affected by the new coronavirus outside China, where the new disease outbreak was first registered last December. The current death toll from coronavirus in Iran stands at 107, with over 3,500 people infected. Schools and universities have been closed in the country till 20 March due to the outbreak.

 

Iran's President Hassan Rouhani said that the virus has affected almost every region in the country.

KIEV (Reuters) - Ukraine's prosecutor general was axed in a parliamentary vote on Thursday night, the latest casualty in a sweeping reshuffle by President Volodymyr Zelenskiy that has raised questions about the country's reform momentum.

 

The United States and the European Union had given public backing to prosecutor general Ruslan Ryaboshapka for his efforts to root out corruption and shed corrupt or under-qualified officials by making them reapply for their jobs through an exam.

 

Ryaboshapka was also in the spotlight last year as the man to decide whether to launch an investigation into former U.S. vice president Joe Biden and his son Hunter, in what became a key issue in the impeachment trial of President Donald Trump.

 

But lawmakers in parliament, where Zelenskiy's Servant of the People party commands an unprecedented majority, voted to remove him in a no-confidence motion hours after the president criticised him for not producing results.

 

The vote came a day after Zelenskiy jettisoned most of his cabinet, including the prime minister.

 

The reshuffle dragged down bonds on Thursday, sparked by worries about the pace of reforms and Ukraine's ability to seal an International Monetary Fund deal that is seen as key to investor confidence.

 

"My personal opinion is very simple: if there are no results - the person should not remain in their job," Zelenskiy was quoted by Interfax Ukraine as saying before the vote.

 

Lawmakers from various parties criticised Ryaboshapka for not prosecuting cases pro-actively enough, including against the circle of previous President Petro Poroshenko.

 

One opposition lawmaker said removing Ryaboshapka would pave the way for an independent investigation into Burisma, the energy company where Hunter Biden used to be a board member.

 

Zelenskiy was elected by a landslide last year but his ratings have sagged in part because of a perception that his government was not doing enough to tackle high-level corruption.

 

But lawmakers in parliament, where Zelenskiy's Servant of the People party commands an unprecedented majority, voted to remove him in a no-confidence motion hours after the president criticised him for not producing results.

Ryaboshapka said lawmakers got rid of him because he had pushed genuine reform for the first time since Ukraine's independence in 1991, in a way that threatened their interests.

 

"For 28 years, the Prosecutor General's Office was an instrument of pressure and political repression," he said.

 

"For 28 years, the prosecutor's office was a source of personal enrichment for the elite and, as a result, the oligarchs in prosecutors' uniforms."

 

Zelenskiy's party has suggested one of their lawmakers, Serhii Ionushas, as Ryaboshapka's replacement. The president was a comic actor before entering politics, and Ionushas was a lawyer whose company did work for Zelenskiy's production studio.

 

Following Ryaboshapka's exit, Artem Sytnyk, the head of the Western-backed National Anti-Corruption Bureau of Ukraine, could be next in the firing line.

 

Morgan Stanley's Alina Slyusarchuk and Simon Waever on Thursday flagged the "increased risks to reform momentum, IMF cooperation and the fiscal balance," from the reshuffle.

 

"…the pressure on the Prosecutor General Ryaboshapka and the Head of the NABU Sytnyk might be interpreted as a step back for the anti-corruption efforts," they wrote in a note to clients, downgrading their stance on the country's hard-currency debt to "dislike".
