Some of them may plan on selling it. Some may be small convenience store owners and they may break it down into smaller units and sell at their stores.
That might sound dumb but a long time ago I was a retail cashier and customers would actually tell me thats what they did with large purchases like that.
Also: I notice the people in the costco photo and some of the other photos and videos look to be asian, possibly chinese. They would understand best the information coming out of china so be the most concerned about anything like that going on here.
Personally every time I went to costco I spent too much money and ended up with an overwhelming amount of stuff. I guess it is good if you have a large family.
