Looks like its a training or perhaps test flight. Northrop Grumman has a facility at that airfield.
First loop on the track looks as if he descended to target height. He then flies to and makes a turn over the beacon marked LCH and then continues on a right hand instrument approach touch & go followed by a couple of visual left hand circuits.
