Need some help - had an argument with someone bout pic related.

I have spent the last 3 hours digging through different sites (FDA site, US codes, Whitehouse.gov transcripts) and I cannot find what regulation Trump reversed. All I have is the FDA's Feb.29 statement of the new policy, not what the old policy was or when it was from.
