Report Clears Ex-Inspector General Charles Edwards of Most Charges

A 21-page report by a special federal investigator assigned to investigate the conduct of Charles K. Edwards while he was acting inspector general in the Homeland Security Department from 2011 to 2013 has cleared him of 13 charges, but also faulted the Indian American official for pressuring staff to do research for his doctoral dissertation and to review his wife’s graduate school homework, the New York Times reported.

 

In addition, when Edwards met with his Ph.D. adviser in Florida, it was on a taxpayer-financed trip, said the report, which has not been made public, but a copy of which was obtained by the Times.

 

The report said there was no evidence Edwards awarded contracts to unqualified companies or destroyed phone records. It also refutes claims he allowed department officials to “direct the content and timing” of his reports. In particular, it says that Edwards didn’t make significant changes to a report about the Secret Service’s 2012 prostitution scandal in Cartagena, Colombia.

 

Congressional Republicans accused Edwards of covering up the involvement of a volunteer member of the White House advance team in the scandal. They based their accusations on an allegation by David Nieland, an investigator on the report, who said he was asked by bosses to delete derogatory information that could embarrass the Obama administration and to delay the report.

 

Calvin L. Scovel III, the Transportation Department’s inspector general, appointed to investigate Edwards, said no evidence was found that “these changes (in the reports) were for any improper reason" in the Secret Service’s report or in three others that were examined. Scovel also said there was “no evidence Edwards agreed to delay release of the report.”

 

The report does raise questions about a possible violation of federal nepotism laws regarding Edwards urging that the department hire his wife, the Times reported.

 

However, his attorney, Marc J. Smith, said that the department’s general counsel approved her hiring, and he sent Scovel a response in August rebutting all the accusations.
