You can use an electrolyte, but you are making a silver salt and not a silver colloid. Salts are effective, but less so and have moar side-effects.

 

Use about 50 volts, wires spaced by maybe 1.5" for three hours per quart. Use something to agitate the water, an aquarium bubbler or magnetic stirrer.

 

The product will be clear. You'll be able to see the microscopic particles by shining a red laser (cat toy, $1 at the dollar store) through the product in a dark room after your eyes have adjusted.

This is with NO SALT

Do not add anything to the distilled water if you want a pure colloid.
