I think it's important to remember that our job is to influence through talking to one another about the things that are happening in the world. Memetics is more than memes, likes, shares and graphs(though those things are useful tools). You had 33k people do what you asked for and MILLIONS saw it, the idea is now planted
The Internet Bill of Rights has a lot of obstacles infront of it, it's a tough sell on today's meme market.
The Obstacles:
-Q's presentation: AT&T automatically throws up red flags, Anons(myself included) too stupid to realize it doesn't matter. Shills amplify and divide, parties like and including AIM manipulate the base in every subcommunity (some they themselves started) to cause further division.
-The inability to agree what free speech is and who should have it.

All of these things and more were obstacles to a successful #WeThePeople petition. However, we were not tasked with a successful #WeThePeople petition, we were specifically tasked with talking about #InternetBillofRight and love it or hate it we talked about it and 33k people went the extra mile and got on board with the idea to do something about it. In the future those 33k people will vouch for the idea and work with whatever future effort presents itself. A 33k head start for when it's actually go time is a HUGE advantage.
Could we have gotten 100k signatures if all the communities were aligned and everybody just signed it, maybe.
Did we have a successful #WeThePeople petition?

It's happening but it's happening like it should be. People are aligning under an idea that life can be lived a certain way. Roseanne has 18million viewers, there's 25k+ sealed indictments, patience patience patience. What's being talked about today behind closed doors to peoples close personal friends and family will at some point ring out in chorus all around us.
I'm just saying everybody did well and we accomplished what we were supposed to do.
