As Q has stated, Game Theory and an Intelligence (including SIGINT, IMINT, HUMANINT and MASINT) augmented Strategic Planning is being used.

With the lights on, the territory can be observed. Turn out the lights. Turn them back on unannounced and watch the cockroaches appear and then scramble for cover. Track and observe patterns and directions. Turn the lights off and repeat. It’s almost a training exercise to catch the elitist zombies.

What can be revealed?

-Rats and their Ratlines

-Sick Cockroaches and their Sickening Crapfests

-Cowering Politicians and their Cash Cows

Execution strategies would necessarily include:

-Dark to Light

-Rig on Red

-Silent Running, and many others
