At home, the economy is faltering and the far-right is on the rise. In neighboring France, President Emmanuel Macron can barely hide his frustration with Merkelโs risk-averse approach to Europe. A new world shaped by competition between China and a U.S. administration that calls Europe a โfoeโ has shaken the foundations of German prosperity and security. And yet Merkel has failed to articulate a new vision for the country.

Shiva Star was also used to develop an experimental weapon known as MARAUDER for the SDI effort between 1989 and 1995. The idea appears to have been to create compact toroids of high-density plasma that would be ejected from the device using a massive magnetic pulse. The plasma projectiles would be shot at a speed expected to be 3000 km/s in 1995 and 10,000 km/s (3.3% of the speed of light) by 2000. A shot has the energy of 5 pounds of TNT exploding. Doughnut-shaped rings of plasma and balls of lightning exploded with devastating thermal and mechanical effects when hitting their target and produced pulse of electromagnetic radiation that could scramble electronics, the energy would shower the interior of the target with high-energy x-rays that would potentially destroy the electronics inside. The tests cost a few million dollars a year. The project became classified, and no information about the fate of the project has been published after 1995.

American military scientists followed a similar path using lasers in the 1980s4. Using intersecting beams of infrared or microwave frequency, they found they could create a glowing sphere. Repeating the laser pulses produced a continuous light with a loud crackling, hissing sound. This light could be moved around by moving the beams, but what intrigued the scientists most was that the sound could be altered by changing the laser pulses. With some refinements it could be modulated at will, with high enough fidelity to carry a human voice. In 1991, it was proposed that the talking fireball should be put to use in the Gulf, appearing as the Voice of Allah and calling on Iraqi troops to overthrow Saddam Hussein. The idea was rejected by military planners5, but the technology is still available.

Fusion target implosion on Nova. The green coloring of the target holder is due to the leftover laser light that was upconverted only "half way" to UV, stopping at green. The optics are arranged to focus this light "short" of the target, and here it strikes the holder. A small amount of IR light is also leftover, but this cannot be seen in this visible-light photograph. An estimate of the size of the implosion can be made by comparing the size of the target holder here with the image above.
