No. The interest the Treasury pays to the Fed is just an accounting artifact. It's so the Fed doesn't need to treat loans to the Treasury differently than loans to banks. All of the interest payments to the Fed are given back at the end of the year. They DO NOT go into the Fed owners' pockets. The only interest the Gov really pays are to private bond holders.
It's amazing how many people still do not understand this.

The reason why hydrogen peroxide bottles are always dark in color (or otherwise opaque) is because light causes it to quickly break down. Spray bottles are generally transparent. You're just spraying stuff with water.
