Congress should answer a significant question:

 

How can the CDC plan and develop tests if they must wait for their annual appropriations.

 

Fiscal Year began Oct 1 2019, appropriations were not passed and became law until Dec 20, 2019.

 

H.R.2740 - Labor, Health and Human Services, Education, Defense, State, Foreign Operations, and Energy and Water Development Appropriations Act, 2020 was introduced May 15, 2019.

 

It was bundled into the H.R.1865 - Further Consolidated Appropriations Act, 2020.

 

Congress uses appropriations as a political game and it is Congress that places citizens at risk. So, the first thing CDC can due is receive their annual appropriations by Oct 1. Hard to fully plan and prepare when your agency must wait for funding.
