Congress does not address the repsonsibilities of the State Health departments to monitor and train healthcare in theier jursdiction/
CDC is dependent on the funding appropriated at the start of the fiscal year (Oct 1 and not Dec 20). Available resources for staffing, materials, research, educational materials all depending on funding. CDC was limited in scope by essentially 3 months delay at the start of the flu and [fake] pandemic season.
